By application number 31-01-2024-FRC-F-421129, the aforesaid school,applied for determining the fees for following academic year under The Assam Non-Government Educational Institutions (Regulation of Fees) Rules, 2020 :

Read: -
(1) Proposal of the Management of the non-government educational institution (by Pragjyotika English School ) with the documents, evidences, undertaking and affidavit dated 31st January, 2024.

Order dated: 24th February, 2024

1. Whereas the Management of the non-governmental ( Pragjyotika English School ) has submitted the proposal for the fixation of fee structure with an undertaking and affidavit of the authorized person of the institute on 31st January, 2024 under rule 8 of under The Assam Non-Government Educational Institutions (Regulation of Fees) Rules, 2020.

2. Whereas the proposal for fixation of fees has been examined and considered on the basis of the aforesaid factors as well as proofs and documents submitted by the management of the institute with reference to the relevant factors and provisions of the Assam Non-Government Educational Institutions (Regulation of Fees) Act, 2018, and the said Rules.

3.Whereas the personal hearing was also given to the management of the self-financed institute, wherever found necessary.

4. Now, therefore, in exercise of the powers conferred by section 11 of the said Act read with Rule 8 and 9 of the said Rules and subject to the conditions specified in this order, the Fee Regulation Committee hereby determines the total fee – for the whole academic year by whatever name the fees may be called – that shall be levied by the school per student of different standards as specified in columns 4,5 and 6 of the table below for the academic year 2024-2025, :

Additional Note to the Fee Structure :

The FRC has examined the proposals of both Pragjyotika English School and Pragjyotika Senior Secondary School, as both the schools are administered by the same trust namely "Pragjyotika Foundation". The institution has provided amalgamated financial projections for both the Schools. On examination, the following facts are noticed:

1. The expenditure on salaries of both the schools has been mentioned as Rs.5.65 Cr. in the proposed budget. Whereas, from the staff details it is seen that the salary is Rs.2.17Cr.(High School section) and Rs.3.08Cr.(Higher Secondary). Also, in the High School EPF/ESI is mentioned but in the Higher Secondary School, it is not mentioned. So, the FRC is considering the amalgamated EPF/ESI amount mentioned in the budget - Rs.32.65 Lakhs.

Accordingly, the total expenditure on salary against both schools, excluding EPF/ESI comes to Rs.5.25Cr. Hence, the school has shown inflated figures on salary expenses.

2. The total amount of fees collected comes to Rs. 12.38 Cr. as calculated from the no. of students and fees proposed to be charged by both the schools {4.85 Cr. (High School) and 7.53 Cr. (Higher Secondary)}. Whereas, in the amalgamated budget the amount shown under the fees collected head is Rs.8.4Cr.

That means income has been deflated by Rs.3.98 Cr.

3. In the amalgamated budget of both the schools there is a surplus of Rs.61.94 Lakhs (despite the deflated income and inflated salary expense)

Therefore, the committee has decided that the proposed fee structure is not justifiable, and accordingly, the fee structure is reduced from the proposed structure.





Conditions: -

1. The total fee determined shall be levied for 2024-2025, academic year.

2. The Institute shall not collect fee amounting to more than one quarter of a year from any student at a time. However, if the Institute desires to collect the fee at a time for the whole year or for more than a quarter, then a rebate of 5% on the total fee will have to be given. Otherwise, it shall be considered as collection of capitation fee and such school shall be liable to prosecution in accordance with the provisions of the said Act.

3. The fee determined shall be displayed by the Institute on its notice board and official website in English and a local language.

4. Any excess fee collected by the Institute shall be refunded to the students/parents within a period of thirty days from the date of this order.

5. In case, the fee determined by the Committee is higher than the actual fee collected by the Institute, then the difference of fee shall be payable by the students/parents within reasonable time.
